If nothing else, Robert Redford could've financed it himself with the change in his pocket. You don't do business on that scale using your own, personal money...unless you have to. He doesn't seem that stupid. It is, however, often used as an expression. A sort of "I put everything into this film" kind of thing. It is possible he said it.
